The Solution

In theory for democracy to work the solution is to turn the pyramid structure of political power upside down.
At the top of the pyramid
Power has to be exclusively controlled by the many ordinary voters.
The voters should be organized into local communities to serve and promote their own needs and should exist totally independent of the others.
The independent local communities should create, elect and control their own officials.
In the middle of the pyramid
These elected officials who are fewer in number create the next level down in the pyramid.
These elected officials act under direct control of the community to carry out the communities decisions.
The elected officials do not ever answer to a leader but only to the electorate.
At the bottom of the pyramid
There is no leader!
Just a spokesperson with no powers except to echo the views of the people.
